Does Trade Check use official item values?

No. Every item score comes from you, and the result is a decision aid rather than a market price.

What counts as roughly fair?

An adjusted received-to-offered ratio from 0.90 through 1.10 is shown as roughly fair.

Why does a duplicate add 5%?

It is a visible personal-preference adjustment for giving an item that no longer fills a new collection slot.

Why does a collection gap add 8%?

It represents extra personal utility when the received item advances your collection. You can turn it off.
